A legacy of care and community.
Windsor Park’s history is deeply rooted in the Franciscan tradition of compassionate service. Originally built by the Sisters of St. Francis as Xavier Hospital in 1947, the property served as a cornerstone of care on Dubuque’s historic north end for decades. After operating as a hospital until 1982, the facility was transformed into a senior living apartment building in 1989—continuing its role as a place of healing, connection, and community.
In 2024, Stonehill Communities—also founded by the Sisters of St. Francis—purchased Windsor Park, proudly continuing the Sisters’ enduring mission to provide faith-based, person-centered care for older adults.
